Why Shower Pans Fail, and What California Code Requires

A tiled shower depends on the layer underneath the tile: the shower pan (the code calls it a shower receptor) and its watertight lining. When that layer leaks, the damage usually stays hidden until walls or floors are opened, and rotted framing or mold then has to be repaired before new work can begin.

The 2022 California Plumbing Code spells out how a site-built shower floor has to be constructed (Source: 2022 California Plumbing Code, Section 408):

  • Lining height: the subfloor and the rough side of the walls must be lined with sheet plastic, lead, copper or another durable watertight material to at least 3 inches above the top of the finished dam or threshold.
  • Built-in benches: a permanent seat inside the shower must also be lined, extending at least 3 inches above the seat’s horizontal surfaces.
  • Slope to the drain: the lining is pitched 1/4 inch per foot to weep holes in the subdrain, and the weep holes must be protected from clogging.
  • Flood test: the receptor is filled with water to the level of the rough threshold to prove it is watertight.

For a San Jose homeowner, the practical takeaway is to ask how your pan will be built and when it will be tested, before any tile goes on. Permit rules for the rest of the room are covered on our bathroom remodeling page.

Glass Shower Enclosures and Safety Glazing Rules

Frameless and framed glass enclosures are popular because they open up a small bathroom, but the glass itself is regulated. Under the 2022 California Residential Code, glazing in walls or enclosures containing or next to a shower or bathtub is a “hazardous location” when its bottom exposed edge is less than 60 inches above the standing or walking surface. Glass more than 60 inches away, measured horizontally from the edge of the shower, is exempt (Source: 2022 California Residential Code, Section R308.4.5). That rule reaches beyond the door and panels to a window inside or beside the shower.

Glass in a hazardous location has to be safety glazing, and each pane must carry a manufacturer’s designation that is still visible after installation. The code lists acid etched, sandblasted, ceramic-fired, laser etched and embossed marks, or a label type that cannot be removed without being destroyed (Source: CRC Section R308.1). You can usually find this mark in a corner of the panel, and it is worth checking before the installer leaves.

A few questions to settle with your contractor while the enclosure is still on paper:

  • Will any existing window fall inside the 60-inch zone, and how will it be handled?
  • Does the glass layout keep the showerhead from spraying straight at the door opening? The plumbing code requires valves and heads to be placed so the bather can adjust the water before stepping into the spray (Source: CPC Section 408.9).
  • If you are replacing a tub, see our tub-to-shower conversion page for layout options.

Shower Valves, Scald Protection and Showerhead Flow Limits

The valve behind the wall and the showerhead in front of it are where California’s rules most often shape a shower remodel. Here is what the state codes say:

ItemWhat California requiresSource
Shower valvePressure balance, thermostatic, or combination type that protects against scalding and thermal shock, installed at the point of useCPC 408.3
Maximum water temperature120°F at the showerhead, set by field-adjusting the valve or setting its limit stop to the manufacturer’s instructionsCPC 408.3.2
“Noncompliant” showerheadOne manufactured to flow more than 2.5 gallons per minuteCivil Code 1101.3
Remodel of a single-family homeAll noncompliant fixtures replaced with water-conserving ones before final permit approvalCivil Code 1101.4
CALGreen showerhead limit1.8 gallons per minute at 80 psi, WaterSense certified; multiple heads on one valve share that 1.8 gpm total unless only one outlet can run at a timeCALGreen 4.303.1.3

Two points matter most for planning. First, the valve must protect against both scalding and thermal shock at the rated flow of the showerhead you choose, so the valve and showerhead should be selected together. Second, under California Civil Code 1101.4, a permitted alteration to a single-family home requires the permit applicant to replace every noncompliant plumbing fixture (showerheads over 2.5 gpm, toilets over 1.6 gallons per flush and interior faucets over 2.2 gpm) as a condition of final permit approval. The same section requires sellers to disclose noncompliant fixtures in writing.

If you want a rain head plus a handheld, note that CALGreen counts a handheld as a showerhead. Ask early how a multi-outlet design will be valved so it meets the flow limit that applies to your project. Tile choices for the walls and floor are covered on our tile work page.

How much does a shower remodel cost in San Jose, CA?

Shower remodels in San Jose typically range from $4,500 to $14,000, depending on the size, materials, and features. Basic upgrades cost less, while custom walk-in showers or high-end tile work increase the price. We provide free consultations to help you find the best solution for your budget.

How long does it take to complete a shower remodel?

Most of our standard shower remodels take 5 to 7 business days from demolition to completion. Larger or custom jobs may take a bit longer, especially if plumbing or permitting is required through the City of San Jose.

Do I need a permit for a shower remodel in San Jose?

In many cases, yes. If your remodel involves moving plumbing lines or structural changes, a permit is required. As a licensed contractor in San Jose, CA, we handle all necessary local permits and inspections to keep your project compliant and stress-free.

Can I convert my tub into a walk-in shower?

Absolutely. Tub-to-shower conversions are one of our most requested services in San Jose. It’s a great option for homeowners seeking more accessible or modern layouts without a full bathroom overhaul.

What materials are best for San Jose’s climate?

We recommend water-resistant, low-maintenance materials such as porcelain tile, quartz panels, or acrylic enclosures. These hold up well in the Bay Area’s changing humidity levels and are easy to clean.

Will remodeling my shower increase home value?

Yes. According to Remodeling Magazine’s local data, San Jose homeowners can recoup up to 67% of their investment on bathroom upgrades. A modern shower adds resale appeal and functionality.

How is a new shower pan tested before the tile goes on?

The California Plumbing Code requires a shower receptor to be tested for watertightness by filling it with water to the level of the rough threshold. The test plug is placed so both the upper and under sides of the subpan are tested where the liner clamps to the drain. The test happens before tile, so a leak can be fixed while the liner is still exposed.

Does the glass in a shower enclosure have to be safety glass?

Yes, in most cases. The California Residential Code treats glass in a shower or tub enclosure as a hazardous location when its bottom edge is less than 60 inches above the floor, unless it sits more than 60 inches horizontally from the shower’s edge. That glass must be safety glazing, and each pane needs a permanent manufacturer’s mark that stays visible after installation.

Can I have a rain showerhead and a handheld in a California shower?

Often yes, but plan the valving. California’s CALGreen code limits a showerhead to 1.8 gallons per minute at 80 psi and counts a handheld as a showerhead. When one valve serves several outlets, their combined flow may not exceed 1.8 gpm unless the shower is designed so only one outlet runs at a time.
