“B&B remodeled my guest and master bathrooms after a bad experience with another contractor. We were pleased with the superior standard of workmanship. The good communication with all members of the team. we were assigned Daniel, as our project manager who went above and beyond to assist us when we ran into issues of materials procurement. We were also assigned an assistant project manager and a designer who assisted with all material purchases and questions and helped get them ready before our project started. The project was delayed a bit but still completed within the promised time frame. The price was reasonable, and we are happy with the end results.”
“We worked with Zion and his team for remodeling 3 bathrooms, some improvements in the kitchen and remodel a fireplace wall. BnB handled all the permits and inspections smoothly. Miguel was our foreman and his crew including Angel & Giovani were all really skilled and good at their job! Miguel himself is very hands-on and aims for perfection in his work. Even after the project. Zion has been very responsive for any fixes and tweaks to have a better finish to the work. We would recommend them for your next home improvement project! Special mention for Brenda for going above and beyond her role! The team put in extra hours to get our home ready for move-in and we are very grateful. Thank you BnB Team.”
“Brother and Brother Builders can be trusted and relied on. I took my permitted plans for a one-bedroom apartment above existing garage to them and they made it a reality! Daniel, Nick and Zion kept me updated on all aspects of the project including timing, budget, finish materials and delays(yes PGE…). The communication with the brother and brother team is top notch as well as the build quality. You simply cannot find this from every company. If you are lucky enough to work with Brother and Brother, you cannot go wrong.”
“I’ve never really had a bad contractor, but I have now experienced a great one. My project was completed on time, and everything went smoothly. Reem was very available and responded timely to my questions. Elinor did a fantastic job of helping me find the right porcelain, tile, cabinetry and fixtures AND she provided an awesome 3D rendition of both my bathroom and kitchen. Excellent communication. Julio and team did an exceptional job, everything they did was done with attention to detail. I’m so glad I found Brother and Brother Building, I couldn’t be any happier. Professional, top notch and definitely competitively priced. You will not regret hiring them for your next project.”
“My wife recently contacted Brother and Brother Builders to renovate our house, and we have nothing but praise for these builders. Reem and his staff provided committed management and went above and beyond to make sure that everything was completed to our satisfaction throughout the process. Reem kept me updated about every step of the project. The job did take a little longer than anticipated, but the outcome was worthwhile. The team is of the highest caliber, and I am delighted with the result.”

Which Parts of a San Jose Home Remodel Need a Permit
A whole-home remodel in San Jose usually mixes work that needs a permit with work that does not, and the split shapes both the schedule and the budget. The City of San Jose says you are legally required to get a building permit and/or a plumbing, electrical or mechanical permit for new construction, additions, alteration of walls or any structural change, for electrical, plumbing and mechanical work unless exempted, and for installing major appliances. Cosmetic surface work is exempt under Municipal Code Section 24.02.110.
| Typical whole-home scope item | Permit status per the City |
|---|---|
| Moving or removing walls, any structural change | Building permit required |
| New circuits, rewiring, new plumbing lines, HVAC changes | Subtrade permit required unless exempted |
| Installing major appliances | Permit required |
| Cabinet refacing or replacement, countertop replacement | Exempt |
| Painting, carpet, tile or other floor finishes | Exempt |
| Sheetrock and taping joints | Exempt, except fire-rated sheetrock |
| Window replacement with no change to framing, flashing or exterior wall | Exempt |
Swapping outlets or switches in existing boxes and fixing a faucet or toilet are also exempt, but replacing a concealed trap, drain or vent pipe counts as new work and needs a plumbing permit. The City notes that state law requires you to disclose unpermitted work when you sell, and that insurance generally won’t cover damage related to unpermitted work. Planning a Whole-Home Remodel: Order of Work and What Drives Cost
A whole-home remodel touches several rooms and trades at once, so the order of work matters as much as the finishes. Most projects move from planning to the hidden systems and then to the surfaces you see:
- Scope and design. Decide which rooms change, whether any walls move, and which finishes you want. Structural and layout changes are what push a project into the permit column above.
- Plans and permits. Any permitted work needs approval before the related work starts, so the permit step belongs early in the schedule.
- Demolition and structure. Walls, framing and openings come first because everything else is built around them.
- Rough-in of systems. Electrical, plumbing and mechanical work goes in while walls are open, followed by the required inspections.
- Closing walls and finishes. Drywall, flooring, cabinets, tile and paint come last, since these are mostly exempt surface work that would be damaged by earlier trades.
The biggest cost drivers in a San Jose whole-home remodel follow the same line. Cosmetic updates like paint, floor finishes and cabinet replacement need no building permit and involve fewer trades. Moving walls, adding circuits or relocating plumbing adds design, permit and inspection steps, more trades, and more time with walls open. Settling the layout before work starts helps avoid change orders later, which California requires to be written and signed as part of the contract.
Hiring a Remodeling Contractor in California: What CSLB Requires
The Contractors State License Board (CSLB) publishes clear rules for California homeowners hiring a remodeling contractor. The ones that matter most on a large project:
- Check the license. Contractors must show their state license number on ads, business cards, bids and contracts. You can look up status and disciplinary history online or call (800) 321-CSLB. Brother & Brother Builders holds CSLB license #887389, a Class B general building license.
- Get at least three written bids based on identical plans, specifications and scope, and be wary of a bid far below the others.
- Get a written contract. California requires one for all home improvement projects over $500 in combined labor and materials. It should cover the work, price, payment schedule, who pulls the building permits, and the completion date.
- Limit the down payment. It should never exceed 10 percent of the contract price or $1,000, whichever is less, unless the contractor has a Blanket Performance and Payment Bond on file with CSLB.
- Put changes in writing. A signed change order becomes part of the contract.
- Confirm insurance. Contractors with employees must carry workers’ compensation, and licensed contractors must carry a $25,000 license bond.
You may cancel within three days of signing, in writing. Sources: CSLB, How Do I Find the Right Licensed Contractor? and CSLB, Contracts and Binding Agreements.

Home remodeling costs in San Jose can vary widely depending on the size and scope of the project. On average, homeowners spend between $25,000 and $150,000 for full-home remodels, while kitchen or bathroom remodels typically range from $15,000 to $50,000. At Brother and Brother Builders, we provide personalized estimates to reflect local material costs, labor, and permit fees.
Yes, most significant remodeling projects—including structural changes, electrical, and plumbing work—require permits in San Jose. We manage the permit application process through the San Jose Building Division, ensuring your project complies with city regulations.
Project timelines vary, but a typical home remodel in San Jose may take 6 to 12 weeks, depending on the project’s complexity. Smaller jobs like interior painting or flooring installation can be completed in just a few days, while larger renovations may require a few months. We provide detailed schedules and regular updates to keep you informed.

Yes, we prioritize sustainable building practices and offer low-VOC paints, energy-efficient appliances, and green building options. We’re proud to support eco-conscious homeowners in San Jose who want a beautiful, functional, and environmentally responsible home.
No. The City of San Jose lists cabinet refacing or replacement, countertop replacement, floor finishes such as carpet or tile, painting, and tile work with no structural change as exempt surface improvements. Once the work involves wall changes, new electrical or plumbing work, or major appliance installation, a permit is required.
Under California rules summarized by the CSLB, a down payment on a home improvement project cannot exceed 10 percent of the contract price or $1,000, whichever is less. The only exception is a contractor with a Blanket Performance and Payment Bond on file with CSLB.
The City of San Jose notes that state law requires you to disclose unpermitted work when selling the property, and that insurance generally won’t cover damage related to unpermitted work. Permitting a remodel up front avoids both problems.
